The Scottish Government appointed Holler PR to support a major justice reform programme focused on reducing reoffending and shifting towards community-based, rehabilitation-centred sentencing.
For two years, Julie acted as a communications bridge between the Communications and Ministerial Support and Criminal Justice Directorates, crafting and delivering an integrated stakeholder and media communications strategy that brought credibility, consistency, and momentum to the reform agenda.
Collaborating closely with policymakers, she identified and mobilised respected third-party spokespeople to publicly champion the new approach – helping to rebalance media narratives, build political and public support, and support the passage of flagship legislation.
